I. SUMMARY



The Manager of Dispatch administers the flight dispatch and control functions to ensure quality of services for North American Airlines.



II. ESSENTIAL DUTIES AND RESPONSIBILITIES




Supervise Dispatch staff, Charter Request Overfly Dispatchers, Dispatch Instructors, Operations Control Analyst in accordance with airline policy and to ensure their adequate performance and development.
Monitor fuel management program for flight operations to ensure conformity to fuel policy.
Liaison with FAA to insure compliance with FAA regulations.
Establish and maintain dispatch policies and procedures to ensure efficient flight dispatch.
Maintain dispatch training requirements in accordance with airline policy.
Coordinate with other departments for flight operations issues in order to assure conformity.
NAVTECH Key User-for changes to dispatch settings or new software releases to the NAVTECH software. The manager of dispatch will test the new settings/release prior to implementation by the Dispatch Department.
Liaises with various governmental aviation authorities including Air Traffic Control, AMC, US, Embassies and DAO Office in respect to company flight operations for compliance to each country's "Rules of the Air".
Responsible for route planning of flight, observing foreign territorial rules and regulations, flow control procedures, etc., and submits requests for overflight and/or landing permission with pertinent information required by the state(s) involved with supportive documentation as required.
Performs quality assurance audits of dispatch releases.
Ensures airport analysis and approach plates, navigation charts as required is available for on-line and off-line airports in advance.
Informs and liaises with senior management and other departments in event of major disruptions.
Collects, disseminates, and maintains flight documents required by FAR’s and company regulations.
Oversees the maintenance of the current technical/reference library for operational requirements of Flight Dispatch.
Maintains proficiency as an instructor and Air Transport Supervisor under the NAA Approved Training Manual.
Conducts evaluations, proficiency, and competency checks as required and maintains associated training records.
Develop and implement training programs, policies, and procedures to ensure properly certificated, trained, and current Dispatchers are released for duty.
Recruits and select Dispatch staff to maintain adequate staffing.
Assists other departments with the development of operational plans ensuring that all flight operations factors are considered and incorporated.
Responsible for publishing and monitoring the monthly dispatchers work schedule, making any changes that will best support the needs of NAA.
Responsible for Fuel and invoice reconciliation program (billing approval).
Available on call 24x7 as dispatch subject matter expert.
Other duties as assigned to assist North American Airlines in achieving its operational goals and objectives by the Sr. Director SOC.



III. QUALIFICATIONS



The qualifications listed below represent the credentials necessary to perform the essential duties of this position. A. Education and/or Experience



For the Manager of Dispatch job, a Bachelor’s degree is preferred and five to seven years of dispatch experience is required with a minimum of two years of management experience or Dispatch Instructors experience.



B. Knowledge/Skills/Abilities




Knowledge of fields and disciplines pertaining to flight dispatch is required (meteorology, navigation, etc.).
A strong understanding of systems thinking (i.e., realizing that one piece of an organization has an impact on other components of the organization, and navigating that impact successfully).
The ability to think carefully and critically about one’s division or department while balancing the needs, goals, and vision of the company at large.
The ability to use careful, measured judgment and decision-making (weighing the costs and benefits of a potential action; using discretion).
Critical thinking abilities: using logic and analysis to determine strengths and weaknesses of a variety of solutions to any given problem.
Manage, motivate, develop, and direct people in their work so as to best achieve common organizational goals. At this level, developing others becomes increasingly important, given the consideration given to succession planning and sustaining a departmental strategic plan or vision.
Superior communication skills: must be comfortable engaging in a variety of different communicative modes (verbal, non-verbal, and written) and being attuned to others through strong active listening skills.
Able to identify problems, their sources, and their potential solutions while continuing to successfully conduct day-to-day operations without interruption.
Working knowledge of standard and advanced business principles and procedures; moreover, the ability to incorporate them into one’s business unit or division to achieve measurable, sustainable results.
Ability to think strategically about issues pertaining to a particular unit, division, or company.
Ability to both give and receive directions and follow through with them to completion.
Strong working knowledge of one’s field or discipline in which one finds one self engaged on a daily basis. Becoming fully aware and informed of current trends, developments, and industry best practice.

The pilots of erstwhile Air India were victims of prejudice and bias by the top management of the airline dominated by personnel of the erstwhile Indian Airlines. While the management was focussed on addressing the issues of the erstwhile Indian Airlines, the career progression of the pilots of erstwhile Air India were automatically compromised. Having failed to get themselves heard, the pilots of the IPG had no choice but to agitate to initiate dialogue. To their horror, the management did just the opposite. The management was so prompt in resorting to mass terminations, that it almost felt as though it was premeditated. Their resolve of not initiating dialogue with the pilots, which is contrary to how they handled the strike of the pilots of erstwhile Indian Airlines, further highlights their act of bias. In order to break the strike, the management punished the pilots by means of more terminations, court cases and failed attempts to recruit more pilots. Strangely, these attacks only strengthened the unity of the pilots. 440 of them have stood their ground for 55 days without any cracks in their ranks. This also goes to show the level of injustice they have been subjected to. The pilots have also made every attempt to engage in dialogue and end this crisis. Their latest one being their hunger protest.


Here is the story of a 25-year-old First officer, Capt. Tejveer Singh. Son of Badan Singh, 56, a school teacher from Bharatpur in Rajasthan. When Tejveer joined Air India four years ago, little did he know that he would become an inspiration to many for years to come.


Air India pilots vs government: Who will blink first?


Tejveer joined the hunger protest, fasting from day one in Delhi. Braving Delhi's heat of 45 degrees Celsius, he continuously fasted for six days in a row. In his hometown, his 50-year-old mother also began her fast along with her son. On the sixth day of Tejveer's fast, his parents came from Bharatpur, a town 150 kilometres away from Delhi, to persuade him to break his fast. But the defiant Tejveer refused to do so. After much insistence and persuasion from his colleagues, he finally broke the fast for the sake of his mother.


While his batch mates in IGRUA (the school where Tejveer learned how to fly) had pictures of leading ladies of Bollywood and Hollywood in their rooms, Tejveer hung pictures of Mahatma Gandhi and Bhagat Singh. He was one of the few recipients of the JRD Tata scholarship for his excellence in flying. His reputation in the airline is that of a thorough professional, which his seniors vouch for.


Tejveer has two younger siblings to support. With his parents' humble earnings, their future is entirely dependent on his income. Being a man of principles and an ardent follower of Bhagat Singh and Mahatma Gandhi, the man chose to follow his heart and stand up for his right to justice.


There are several others like Capt. Tejveer Singh, who have not only been on fast for seven days at a stretch, but have braved to do so at a temperature of 45 degrees Celsius.


While health means more than wealth to a pilot, these pilots have gone on to risk all that they have got, in their quest for justice. A provocative, insensitive and immature statement by our Civil Aviation Minister, pushed these pilots to risk damaging their health to a point, wherein they could lose their ability to make a living as an aviator.


Instead of dealing with this 'over 50 days old impasse' with compassion and reason, Ajit Singh went on to make a mockery of the pilots' fast by saying that, a 48 hours fast is only good for one's health.


Being the largest stakeholders of the Company, the pilots have made every effort to engage in dialogue and put an end to this longstanding impasse. They have even risked their lives to demonstrate their commitment to save the Maharajah. On the contrary, the Minister chose to make a mockery of the pilots' fast and soon left for a vacation to London. He will be returning on July 8.


While the management is not empowered to take any decisions in the absence of the Minister, a solution in the near future is out of the question. Such is the commitment of the Ministry & Management to resolve this longstanding crisis.

We usually avoid working hard or pushing ourselves just for the sake of doing so, but if you focus on a positive benefit to completing your tasks you’ll feel more inclined to work on them.

Too often, however, we do not use the process of visualization to our advantage. Our imagination is not there to make us afraid all the time, to be filled with worries, doubts, and fears. It is to get a jump on the future, to assist us in becoming what we are intended to become and use our potential. If only direct use of the power of the imagination were made, there would be more success stories. Nothing can be materially accomplished without being mentally accomplished first.

But looking back today, I realize that I was applying one of the most important principles for success — seeing myself already enjoying the results I wanted to get. Each time I visualized the end result, I became more determined to surmount the financial obstacles I faced to get it. Because I visualized the end result every day in my mind, the intensity of the desire to get it was so strong that I started attracting the people, circumstances, and resources that helped me to surmount the obstacles on my path and get the video game of my dreams.

What is of import in this story is that when you truly desire to get what you want and imagine the outcomes you want frequently every day, it develops a strong emotion called DESIRE, and when this is harnessed it is sheer power – it helps you surmount difficulties, keeps you motivated, encourages you to never give up, and makes you do the seemingly impossible.
