Why DGCA chief Bharat Bhushan was dismissed

It is not often that the head of a regulator is removed by the nodal ministry, even after the Appointments Committee of the Cabinet (ACC), headed by the prime minister, clears an extension. 

But, that's what recently happened to E K Bharat Bhushan, head of the Directorate General of Civil Aviation (DGCA).

Bhushan, who recently got an extension from ACC, was ultimately shifted to the steel ministry as additional secretary and financial advisor. A joint secretary in the civil aviation ministry was asked to take charge.

What could have triggered his exit  ? Officials widely believe that Bhushan's opposition to a proposal allowing import of 15-year-old aircraft and allowing non-scheduled operators permit (NSOP) were the factors.

But the trigger could have been his plan to issue a show-cause notice to Kingfisher Airlines  . Kingfisher denied any involvement in his sacking, and the ministry produced a letter from the DGCA, giving a clean chit to the airline. Bhushan refrained from commenting for the story.

A 55-year-old Indian Administrative Service officer from the Kerala cadre, Bhushan holds a master's degree in public administration from Harvard University, where he was an Edward Mason international fellow.

He was widely considered one of the most active DGCA heads in the recent past.

Bhushan was responsible for busting a ring responsible for producing pilots with fake certificates, and action was taken even against DGCA officials who were found guilty.

The licence-granting process was computerised to prevent a repeat of such incidents. In a first, he also started the financial surveillance of airlines to make sure they do not compromise passenger safety.

Bhushan's peers call him a no-nonsense officer, who would not take any issue casually.

When a report of an aircraft that was landed by an IndiGo  pilot on its front wheels reached Bhushan's table, he checked the pilot's records, only to discover she had a fake licence.

An enquiry was instantly ordered, the pilot sacked, and the system cleaned, with checks and balances put in place.

Description:
·         Assist the Pilot-In-Command in the management of the flight and manipulation of the aircraft controls in accordance with the direction of the Pilot In Command.
·         Participate in the execution of flight deck, emergency, checklist, and instrument approach procedures as directed by the Pilot In Command, and in accordance with the procedures outlined in the Aircraft Flight Manual and Company approved procedures.
·         Work with entire crew to ensure the safety and comfort of WestJet Guests.
·         Other duties as outlined in the Company Operations Manual.
Industry Experience/Qualifications:
·         Transport Canada Airline Transport Pilot’s License (Aeroplane).
·         2,500 hours total time (Please note that if you have Second Officer time, only half of the Second Officer hours will be applied to total time).
·         1,000 hours fixed wing Pilot In Command experience.
·         500 hours fixed wing multi-engine experience.
·         Valid Transport Canada Class 1 instrument rating.
·         Valid Transport Canada Class 1 medical.
·         High School Diploma.
·         Possess valid Transport Canada Restricted Area Pass or be able to obtain same within 6 weeks of commencing ground school training.
Languages:
·         English - oral & written fluency is required.
·         French - oral fluency an asset.

Sunita Williams along with two other cosmonauts today successfully docked their Soyuz spacecraft with the International Space Station



Houston, Jul 17 (PTI) Record-setting Indian-American astronaut Sunita Williams along with two other cosmonauts today successfully docked their Soyuz spacecraft with the International Space Station (ISS) for a four-month long stay during which they will conduct over 30 scientific missions.

46-year-old NASA astronaut Williams, Russian Soyuz Commander Yuri Malenchenko and Japan Aerospace Exploration Agency flight engineer Akihiko Hoshide arrived at the ISS after two days in orbit.



"Everything is perfect," Malenchenko radioed Russia''s Mission Control Center in Korolev after docking with the space station.

Their Russian spacecraft -- Soyuz TMA-05M -- docked automatically with the Rassvet module at around 10:21 IST.

The crew took off to the ISS successfully from Baikonur cosmodrome in Kazakhstan on Sunday for a four-month long mission to the space station.



This is the second space mission for Williams. She also holds the record of the longest spaceflight -- 195 days -- for woman space travellers.

The crew which will return home in mid-November is expected to conduct over 30 scientific missions during their stay aboard the ISS.

In the space, Williams and her team of astronauts also plan an orbital sporting event to mark the Summer Olympics in London.

Williams and her crewmates will join the three others already living on the space station : commander Gennady Padalka of Russia, his cosmonaut colleague Sergei Revin, and NASA astronaut Joe Acaba, who have all been in space since May.

The six crew members will work together for about two months.

Williams, 46, Flight Engineers Yuri Malenchenko of Russia and Akihiko Hoshide of Japan, blasted off from the Baikonur Cosmodrome in Kazakhstan at 8.40 am Sunday (8.10 am India Time), NASA said.

They will dock to the Rassvet module Tuesday at 12:52 a.m. to join Commander Gennady Padalka and Flight Engineers Joe Acaba and Sergei Revin at the space station. Williams will take over as Commander when the old team returns.

Daughter of an Indian American father from Gujarat and a Slovenian mother, Williams and her colleagues will be aboard the station during an exceptionally busy period that includes two spacewalks, the arrival of Japanese, US commercial and Russian resupply vehicles, and an increasingly faster pace of scientific research, the US space agency said.



Williams is the second woman of Indian heritage to have been selected by NASA for a space mission after Kalpana Chawla and the second astronaut of Slovenian heritage after Ronald M. Sega.

She holds three records for female space travellers: longest spaceflight (195 days), number of spacewalks (four), and total time spent on spacewalks (29 hours and 17 minutes) during her first space journey in 2006.



A 1987 graduate of the US Naval Academy, Williams served in various roles as a Navy officer before being selected as an astronaut candidate by NASA in 1998. She received a master's degree from the Florida Institute of Technology in 1995.

Virgin chief Richard Branson has come out with a time frame on his plan to launch tourists into space, claiming he and his family would kick off the effort for fare-paying passengers with their blast off scheduled for December 2013.

He also announced that Virgin Galactic, an expansion at his fledgling commercial space company, to include a satellite-launching service that would put pay loads into orbit using a low-cost rocket system.

The British entrepreneur who was speaking at the UK's Farnborough International Airshow, said his adult children, Holly and Sam, would accompany him on board the SpaceShipTwo on its pioneering two-hour voyage into sub-orbital space.

"It'll certainly be the most momentous moment of my life and my children's lives," Branson told CNN. "It'll be very difficult to ever cap it I think. Anyone who has ever been into space says the same thing."


Among the 529 would-be astronauts who have signed up so far for seats aboard the two-hour flights are celebrities such as Ashton Kutcher.


According to Virgin executives, the figure was a milestone as it exceeded the existing number of space veterans, with 600 hundred expected to fly in the first two years of service.

Launched from a carrier vessel known as WhiteKnightTwo, Virgin Galactic's space ship is capable of carrying two pilots and six passengers and is currently undergoing testing in the Mojave Desert in California. However, a replica was displayed at Farnborough


Kingfisher pilot strike leaves 40 flights cancelled

Close to 40  Kingfisher flights were cancelled  due to a strike by pilots to protest non-payment of wages for almost five months.

Three flights from Mumbai and several across the airline’s entire network were cancelled.

An airlines spokesperson said, “A certain section of employees have decided to stay away from duties due to salary payments not being credited to the bank accounts of all employees by Friday. Kingfisher wishes to state that more than 75 percent of employees have actually received their promised salaries on Friday”.

Three flights from Mumbai and several across the airline’s entire network were cancelled.
“We have further promised that the balance of our employees will receive their salaries by Monday”, the spokesman said.

The passengers booked on these flights have either been re-booked or given refunds, he said.

This is the third time in the last 12 days that the pilots have struck work. The earlier strike on 11 July saw 12 flights getting cancelled.

The strike on 2 July was called off after a few hours with the management promising to pay some sections of staff from 6 July.

Kingfisher is, at present, carrying out truncated domestic and international operations with about 15 aircraft, in place of 64.

A large number of its flight engineers have reportedly quit over the past five months, primarily due to delayed payments. In April, around 200 engineers reported sick as a mark of protest over the issue.

The airline, which has not posted profit since inception in May 2005, has reported a loss of Rs 1,151.50 crore in the March quarter, has a debt of over Rs 7,500 crore and almost an equal amount of accumulated losses.



Kingfisher Airlines chief, chairman Vijay Mallya today appealing in a letter to the carrier's striking pilots called on them to "work together to restore Kingfisher to its rightful place in the Aviation industry".

"I really hope that good sense will prevail. I am doing my best. If some of you think that cancelling flights, speaking to media, or disgracing our company will produce cash and salaries, you are wrong. This only makes my recapitalisation efforts more difficult by causing concern and apprehension among our potential investors," Mallya wrote.

"One of the main reasons that has motivated me into investing more money to keep Kingfisher flying is that I see light ahead," the letter said

A section of debt-ridden airlines' pilots struck work over non-payment of salaries and other dues for the past five months, that led to cancellation of 40 flights across its network, according to an airline official.
