Directorate General of Civil Aviation (DGCA) has started a fresh safety audit of two airlines, Kingfisher Airlines Ltd and Air India Express

India’s aviation regulator Directorate General of Civil Aviation (DGCA) has started a fresh safety audit of two airlines, Kingfisher Airlines Ltd and Air India Express, the low-fare unit of national flag carrier Air India Ltd, according to the agency’s top official. Both the carriers are under severe financial stress.

According to Arun Mishra, director general of civil aviation (also abbreviated as DGCA), the audit reports could be submitted in a week.

The regulator had conducted a safety audit of all airlines in December. That exercise found serious irregularities with Kingfisher and Air India Express.

A serious lapse could cost an airline its licence to fly.

Kingfisher chief executive officer Sanjay Aggarwal met DGCA officials in Tuesday in connection with the audit. Most employees of the airline have not been paid since February and some of its pilots have been striking work.

Aggarwal did not return calls, and the airline’s spokesman did not respond to text messages seeking comment.
The Air India Express spokesman declined comment.

Two senior executives of Kingfisher Airlines said Aggarwal had assured employees that their salaries would be paid this week. The executives, who asked not to be identified, said Aggarwal also told DGCA on Tuesday that two investors are in discussions with the airline to infuse capital into it and that it will restore its old flying schedule once that happened. Mint couldn’t independently confirm this.

Until a year ago, Kingfisher was flying 365 flights a day. It now operates less than 100.

DGCA Mishra did not comment on his interaction with Aggarwal.

“I cannot tell the management how to run an airline. But we will not be compromising on safety issues,” he said.

In the December 2011 audit report, former DGCA E.K. Bharat Bhushan had raised concerns about Kingfisher Airlines and Air India Express.

Bhushan had said that nearly one-third of Kingfisher Airlines’ planes were on the ground and that there was extreme shortage of engines and spares. “Widespread cannibalization of parts is noticed... A reasonable case exists for withdrawal of their AOP (airline operating permit) as their financial stress is likely to impinge on safety,” he had noted.

The audit also highlighted a shortage of pilots and trainers at Air India Express.

Bhushan was removed as DGCA in July.

A former civil aviation ministry official said a financially stressed airline would not necessarily compromise on safety, and a profitable carrier could violate safety norms, he added. “One will have to wait and watch for the findings of the report. I don’t understand why the safety regulator would single out Kingfisher Airlines and Air India Express?” asked this person, who spoke on condition of anonymity.

“One should check the financial health of the organization and also whether aircraft lessors are paid. The previous DGCA had asked these questions and he was given the boot. The audit seems to be in the right spirit even though I don’t want to guess the outcome,” said Neelam Mathews, a senior aviation journalist, analyst and consultant.

Some of the experts are also questioning DGCA’s preparedness to carry out such an audit.

Consulting firm Centre for Asia Pacific Aviation (Capa), in a July report, noted that in 2009, the Federal Aviation Administration of the US, concerned by what it considered to be gross under-staffing particularly in DGCA’s airworthiness division, threatened to downgrade India to category II status. This would have hit DGCA’s reputation in providing safety certifications, and hence international carriers would hesitate to come to India.

“Although 136 officers are in the process of being recruited, this is just the first step. The next major task is to train the workforce to bring them up to the required levels of expertise... A number of senior officials have recently been suspended due to impropriety, a positive measure in its own right, but this has led to the loss of expertise and the middle ranks have never been provided with adequate training to be able to fill these roles,” it said.

Capa said the weakness of DGCA is one of the most critical issues for the industry in fiscal year 2013.

Kingfisher Airlines has not made a profit since its inception in 2005. The airline is seeing an exodus of people, with at least 3,500 employees, close to 50% of its staff strength, having resigned in the last one year.

Shares of Kingfisher Airlines ended Wednesday at Rs. 9.97 apiece on BSE, up 2.68% from their previous close, while the exchange’s benchmark Sensex index fell 0.21%.

Love and Politics: Were Geetika and Fiza victimised?

The headlines of the newspapers yet again screamed about stories of authority and power insolently and obsessively playing with a woman’s poise. Yes, I am talking about the infamous Geetika Sharma suicide case that jolted the nation on August 05. Just a day after, the news of the alleged suicide by Fiza Mohammad aka Anuradha Bali came to the fore. What a coincidence, both the ladies seemingly killed themselves after being continuously harassed by politicians.

Geetika Sharma, a 23-year-old former flight attendant of now-defunct MDLR Airlines, was found hanging in her flat in North-West Delhi. She blamed Haryana’s former minister Gopal Goyal Kanda for the extreme step in her suicide note.

Another symbol of stark impiety by yet another politician was Fiza Mohammad’s four-day-old festering body with maggots crawling over it, which was recovered from her house at Mohali in Chandigarh.

If we talk about the Geetika Sharma case, one notices that she was an archetypal middle-class girl with aspirations. She joined a firm that was run by former Haryana minister Gopal Goyal Kanda who allegedly had a voracious appetite for her, which is depicted by the fact that the Delhi Police have found a ‘special clause’ in Geetika’s appointment letter wherein she was supposed to report to her employer, Kanda, every day ‘after work’. A colleague of Geetika also told the police that “Kanda had put a chair in Geetika’s cabin and used to sit there most of the time”. Reports also claim that Geetika wished to pursue MBA, and Kanda funded her with Rs 7.5 lakh. But favours sometimes prove to be lethal.

An e-mail has been traced by the Delhi Police which was written by Geetika to MDLR human resource manager, Aruna Chadha, a co-accused in this case, which states, “I will build my career on my own...no matter how many obstacles one puts in my way”. Here, 'one' allegedly is Kanda. Surely, there were obstacles, otherwise why would Kanda remain evasive for more than 10 days after Geetika’s death. Did he want to get rid of all the evidences, which probably pushed Geetika to commit suicide?

It was reported that on March 31, 2009 Geetika was issued a letter from MDLR that had orders of her relocation and re-designation to Goa as the ‘coordinator of MDLR group’. It was also reported that in Goa she came to know that Kanda allegedly had relations with other women too. Nine months after, she resigned and joined Emirates. It gives a hint that Geetika possibly wanted to get out of Kanda’s trap. Her colleagues reportedly said that she used to be upset about 'something' most of the times.

Going by Geetika’s suicide note, it seems that she was tottering under a frail state and to her realisation, evidently falling into a ‘black hole’ from where she could never escape.

Previously, there were reports that Geetika was pregnant and got her abortion done, reacting to which her brother Ankit told a newspaper that “this is character assassination of my sister. If this was true, we would have known”. But, finally the post-mortem report revealed that Geetika Sharma was ‘sexually active’ and that she also had ‘unnatural sex’. Did Geetika commit suicide out of some guilt? There is seriously something wrong. Her brother also told another website that “Kanda wanted to keep Geetika close to him at any cost. He was doing everything to achieve his goal but Geetika wanted to get rid of him”. Her family also mentioned that Kanda used to ask her to return back and join the company again and even went to Dubai to convince her. Did Kanda want her to return as he was obsessed with her and believed that Geetika was in her trap and possibly now could not wriggle out of it? But, Geetika’s family also comes under suspicion as Kanda shared good relations with them too - then why did they suddenly raise objections about his association with her? Were they in dark previously or do they have some motive?

On August 12, Geetika again quit Emirates and came back to India. This time she was offered the post of ‘director of corporate affairs’ at MDLR group and a ‘luring’ salary by Kanda. In her suicide note she mentioned that she was harassed by both Kanda and Chadha - if that was the case, then why did she join back the firm after resigning from Emirates? An airhostess is promoted to the level of a director and she accepts it. Why? One of the reasons could be that she was scared as according to reports, Kanda sent a fake letter about extradition proceedings initiated against Geetika which might have forced her to join back MDLR.

On the other hand, Gopal Kanda mentioned in his plea that Geetika was “hypersensitive in nature”. Even, his lawyer KTS Tulsi mentioned that “Geetika was obsessed with Kanda”.

In Kanda’s plea, he alleged that, “Geetika’s act of suicide was not the handy work of a sound mind but that of a confused and frustrated individual”. Kanda even said that he didn’t know Geetika’s family and just shared employer-employee relations with her. Then how come his pictures appeared with Geetika’s family?

Why did he abscond for so long? Why did he fund Geetika’s MBA fee if he knew that Geetika was ‘obsessed’ with him? Police investigation reveals that hard disk and some electronic data of MDLR office are missing. Did Kanda want to destroy all the evidences and escape freely? It has also been reported that Geetika’s Facebook account has been deactivated. Geetika’s family claims that they didn’t have her account’s password. Then, who did it?

Geetika’s brother Ankit alleges that Kanda’s surrender was a ‘pre-planned drama’ and the government was helping him.

Adding more suspicion about Kanda, Nupur Mehta, who became famous after cricket match-fixing scandal, and was a previous employee of MDLR airlines, made some startling revelations claiming that Geetika and Kanda were quite close to each other and had gone on several foreign trips together including Singapore, Dubai, Macau, London and Hong Kong. Why did he spend so much on a particular employee? There are reports that most of the staff of MDLR Airlines constituted of female workers.

Further, police investigations have revealed that actually, Kanda was very much obsessed with her and the police have unearthed hundreds of messages that Kanda sent to Geetika which clearly point out his ‘mania’ for her. Is it a typical story of forcefulness, blackmail and ultimately death?

Now, let’s take Fiza Mohammad’s case. It is said that her eyes met with former Haryana deputy chief minister Chander Mohan at a juice corner in Chandigarh. They were so much in love that the minister left his family behind and the two married each other. But later, their ‘choti si love story’ came to an end when he divorced Fiza who was once ‘chand’ for Chander Mohan and went back to his family. After this incident, a furious Fiza made a complaint against him charging him of rape, cheating, and what not. She made almost every possible attempt to get him back and as a result, the ‘closed chapter’ once again became open when Chander Mohan returned to her. He apologised to her and took back his statement which he had once made - “I have left Fiza”. She did everything to save their marriage but, her love could not ‘embrace’ him for long and finally he went back forever due to family and political pressure and even divorced her on phone saying “Talaq talaq talaq”. Was this separation the reason behind her death? But, after this incident, Fiza mentioned that she will not sit back like an ‘abla naari’ and will expose the minister. For this, she campaigned against the Bhajan Lal family in the 2009 Assembly elections in Haryana. But, why would a woman, who took such a bold step of marrying an already married man and even campaigning against him, choose an easy step, suicide as an option?

Fiza Mohammad was a former Assistant Advocate General of Haryana who left her employment to marry Chander Mohan in December 2008. Further, as per a news agency, Fiza aka ‘Anuradha Bali’ floated Fiza-e-hind, an NGO, after she parted ways with Chander Mohan. Then what went wrong suddenly? What circumstances forced her to end her life despite having future plans?

When Fiza Mohammad’s body was recovered, the deceased did not leave behind any suicide note but half a bottle of liquor and a pack of cigarette. Was she trying to cope up with some mental pressure?

After divorcing Fiza, Chander Mohan never looked back at her and easily got away with ruining Fiza’s life, whom he had married and once claimed to have loved.

This is not the first time that such cases have come to light but if one happens to look back, it can be easily traced that such cases of barefaced use of power and wickedness of politicians have time and again ruined lives of many women in the name of insane love.

Before Geetika and Fiza, there were others like Madhumita Shukla, who was an aspiring poet from UP. She allegedly had a love-affair with politician Amarmani Tripathi. She is said to have been pregnant with the minister’s child when she was killed.

Another case is of RTI activist Shehla Masood’s, who was allegedly involved in a love triangle with a BJP MP and was ultimately murdered. But, one year after her killing, her father Sultan Masood refuted claims that she was murdered because of an alleged ‘love triangle’.

And then there is the sensational Bhanwari Devi murder case of Jodhpur who lost her life for allegedly blackmailing a Rajasthan minister.

There is no single, certain answer to these questions - it is elusive. If we look at some common patterns in these cases of “fatal attractions” that involved politicians, a possible answer could be that power and money have become a tool in the hands of the rich and the mighty who try to exploit women and then easily get away with it. And, interestingly, the pattern undertaken is the same. An obsessive politician, with his eye on a woman, offers her a coveted career with impressive incentives, gifts, foreign trips and what not? As a result, the female falls in his ‘glittery’ trap and these desires sometimes prove to be fatal for them.

It is evident that most women now aim for higher education and are moving out of their shells and hide-bound roles to assert their own individuality with desire to achieve something immense in life, to acquire a well-known and respectable status for themselves which is very natural and human. One has to understand that there is nothing wrong with having aspirations and women should not be blamed just for being ambitious. But, being a girl in this ‘mardo ki duniya’, she has to be careful so that she does not fall prey to exploitation at the hands of some influential men, as men also aspire but they seldom get used.

HC tries to help feuding Canadian couple

Out on vacation for 40 days in India, an Indian origin couple, residents of Canada, are battling over the custody of their two children. While a Canadian Court has restrained the mother from meeting the child and handing over their custody to the father, the Punjab and Haryana High Court is trying to reconcile the differences between the couple.

So much so that a Judge of the High Court has spent a few hours acting as mediator with the family members inside his chamber. So that disgruntled family members do not come in the way of the couple, a fortnight ago the High Court had asked the couple to stay in a city hotel with the children. The couple appeared before the Court again. However, owing to some differences, the Court has yet again given the couple and the two children (six-year-old boy and 11-year-old girl) one week’s time to spend time together. The couple will first spend some days in the UT where the husband owns a flat, and then in Patiala, where the wife’s father lives.

The couple (names withheld) with their two children had come from Canada to India for a 40-day vacation. from June 22 to August 3. The couple was putting up in the house of the husband in Sector 38, Chandigarh.

The husband, a senior chief engineer with British Columbia Ferries at British Columbia, Canada, in his petition filed through Advocate Anil Malhotra, has alleged that a few days after he came to Chandigarh, his wife’s father took away the children to Patiala without informing him. The couple reportedly had some differences owing to which the wife and her father took away the two children to Patiala. Aggrieved, the husband flew back to Canada on July 17 and moved the Canadian Court. Taking immediate cognisance of the matter and terming it prima facie a case of abduction, the Court restrained the wife and her father from keeping the custody of the children.

Armed with a Court order, the husband returned to Chandigarh. As per rules, the husband filed a habeas corpus in the Punjab and Haryana High Court. Advocate Anil Malhotra, appearing on behalf of the husband, contended that the couple should enter into a compromise and mutually solve their differences so that the family can return to Canada. After a habeas corpus was filed, the High Court appointed a warrant officer to get the custody of the two children from the mother in Patiala.

The warrant officer, in the first week of August, produced the children in Court. The HC Judge passed the order, “I have heard the parties again in chamber and find that there is a possibility of an amicable settlement. Therefore, the parties will reside without interference of the family either of the husband or the wife, together at an independent place. But they are liberty to check in at any hotel available in the city.”The Court had also issued notice to the Consulate General of Canada for assistance.

Airbus to double $12B it spends with US suppliers

WICHITA, Kan. — WICHITA, Kan. (AP) - European aerospace giant Airbus said Monday it plans to double the $12 billion it now spends with U.S. suppliers amid strong airplane sales, explaining that the company has a backlog that is "disturbingly healthy."

Airbus America Chairman Allan McArtor told representatives from 114 companies at an aviation supplier conference in Kansas that 40 percent of what his company uses to build its planes comes from U.S. companies.

"We've got a backlog that quite frankly is disturbingly healthy, because it is hard to sell airplanes when your delivery position is so far out," McArtor said. "So we want to increase our capacity. We cannot increase our capacity without increasing our supply chain capability. We cannot increase our supply chain capability unless we approve more qualified suppliers. And that is precisely why we are here."

McArtor was in Wichita with U.S. Sen. Jerry Moran to host the first Air Capital Supplier Summit.

Kansas' aerospace industry encompasses more than 450 companies and accounts for more than 32,000 direct jobs. The France-based company has an engineering center in Wichita where it employs more than 350 people, making the Wichita facility its largest engineering center outside of Europe.

The Airbus supplier event comes just months after Airbus' biggest competitor, Boeing, announced it planned to close its defense plant in Wichita by the end of 2013. The decision means the loss of some 2,160 high-paying Boeing jobs in Wichita, ending Boeing's presence in a city where it has been a major employer for generations.

Airbus planned to build refueling tankers for the U.S. Air Force in Alabama, but its parent company, the European Aeronautic Defense and Space Co., lost the $35 billion contract to Boeing in 2011. Kansas officials and its congressional delegation helped Boeing land the lucrative tanker contract after its officials promised to do the tanker modification work at Boeing's defense plant in Wichita.

Moran told reporters before the supplier conference that Kansas officials recognized the importance of Airbus' presence in Wichita long before summit.

"While there was a lot of effort on behalf of Boeing in regard to the issue related to the tanker, I and others wanted to make certain Airbus knew we were very grateful for their participation in the Wichita business community," the Republican senator said. "I think we would be here today regardless of the Boeing decision."

McArtor said his company knew about and was fine with the strong allegiance between Kansas politicians and Boeing. But he noted that most of Airbus' suppliers are the same suppliers for Boeing.

"Manufacturing large commercial aircraft is a very competitive global business, it is decidedly not a U.S. versus European business, although some would like to frame it that way. But it is in fact a global business that relies on a global supply chain. Both Boeing and Airbus rely on suppliers that are located around the world," he said.

Airbus depends on U.S. companies more than it depends on any other country in the world to build its airplanes, McArtor said, adding that the company looks to the United States for innovation, dependability and flexibility.

"We are the largest export customer of U.S. aerospace," McArtor said. "Boeing as you know is the largest exporter, we are the largest export customer and want to grow that."

Organizers are planning a second supplier summit in Kansas. They said demand was so great that the Wichita event filled up within five days of its announcement.
