A retired Nicaraguan Air Force captain, and Nicaraguan Police officer Luis Irías Méndez, are thought to have died on impact when their single-engine Cessna 206 crashed into an uninhabited lake island known as Perron, one of the 20 islets that comprise the little-known archipelago of El Nancital, off the coast of Chontales.

Nicaraguan authorities are investigating a mysterious plane crash this morning that killed two of three passengers aboard.

Pilot Wilberto Martínez, a retired Nicaraguan Air Force captain, and Nicaraguan Police officer Luis Irías Méndez, are thought to have died on impact when their single-engine Cessna 206 crashed into an uninhabited lake island known as Perron, one of the 20 islets that comprise the little-known archipelago of El Nancital, off the coast of Chontales.

The third passenger, copilot Audi Wilson, survived the crash and was rescued on the island by the military, according to Army spokesman Colonel Orlando Palacios.

“At 10:10 a.m. the plane issued a distress call. When the plane crashed a beacon was activated and minutes later the search began. By 11:30 a.m. the copilot was rescued by helicopter off an islet located 1 kilometer from the coast of Chontales,” Palacios told The Nicaragua Dispatch.

The army spokesman said the cause of the crash is still unclear. He said the copilot will be questioned and the black box recordings reviewed to determine what went wrong. He said the Army’s 5th Command unit has the remote area of the crash closed off.

What is known is that the civilian plane belonged to the state-owned Airport Administration Business of Nicaragua. It departed the Greytown Airport shortly after 9 a.m. this morning en route to Managua. After the plane crossed the jungle it ran into unknown trouble as it reached the eastern edge of Lake Cocibolca, also known as Lake Nicaragua.

Palacios said it was a “routine flight,” and that the airport authorities regularly fly to the various airports they administer to inspect conditions.

United Airlines Inc has another large Computer outage Affected United runs 5,500 flights worldwide.

Thousands of United Airlines passengers around the globe were delayed for hours on Thursday after another huge computer outage at the world's largest carrier.

The outage lasted for about two hours in the morning, affecting half of all flights on United's main network. It was at least the third major outage for the Chicago-based airline since June.

Major delays across the world, especially those early in the morning, can easily ripple throughout an airline's network. United runs about 5,500 flights a day worldwide.

During the system failure, some furious passengers vented their anger on social media sites.

"Does anyone have a Radio Shack computer or abacus to help United get their system fixed?," tweeted Lewis Franck, a motorsports writer who was flying from Newark, New Jersey, to Miami Thursday to cover the last race of the NASCAR season.

In a subsequent phone call with The Associated Press, Franck added: "Why is there a total system failure on a beautiful day? What happened to the backup and the backup to backup?"

United Continental Holdings Inc. spokesman Rahsaan Johnson said the outage didn't affect its regional flights on United Express. He said only those airplanes that came from the former United were affected.

United has been struggling with technology problems since March, when it switched to a passenger information computer system that was previously used by Continental, the airline it merged with in 2010. That system, called "Shares," has needed extensive reworking since March to make it easier for workers to use.

Passengers by midmorning reported that pilots and gate agents told them that a backup system was allowing some flights to take off. Earlier, fliers were told by pilots and airport agents that computers were down and they didn't know when the system would come back.

Consumers win from Qantas deal: Emirates

Qantas Airways Ltd will be vindicated within three years for its massive jobs cuts, withdrawal from loss-making routes and deferred aircraft orders, the flying kangaroo's new partner Emirates says.

Emirates chief executive Tim Clark told reporters he supported the shake-up by Qantas chief executive Alan Joyce, adding that if he was in the same position he would have done the same things.

Mr Clark backed Mr Joyce's approach, saying the struggling Australian carrier would emerge from this period of restructuring with the "basis for something solid".

"Alan knew he had to take out the big knife and make some surgical changes to the way the Qantas group was organised," Mr Clark said.

"If it was me in the same position, I wouldn't be able to do anything else.

"That's why, I think, probably I support what he is doing."

He said those critical of Mr Joyce's performance and agitating for management change - there has been constant speculation some former Qantas executives were looking to buy a stake in the airline - would be "eating their words" in three years time.

"Within three years, given the Qantas strategy, given its link to Emirates and us to them, things will be completely different for Qantas," Mr Clark said.

"As things start to pick up, I think share value will rise, investor interest will increase, respect for what the management are doing and will do will increase."

Shares in Qantas fell to a record low of 97 cents in May, although it has recovered since but the stock was down about 16 per cent so far in calendar 2012.

Qantas and Emirates announced in September plans to co-ordinate schedules, pricing and marketing on routes between Australia and Europe, the Middle East, North Africa, Asia and across the Tasman.

In addition, the two carriers would offer reciprocal frequent-flyer benefits and enter into an extensive codesharing arrangement.

The 10-year alliance was regarded as a key plank in Mr Joyce's bid to turn around the Flying Kangaroo's international operations, which reported a $450 million loss in 2011/12.

Mr Clark said Australians would be the big winners should the competition regulator give the green light to Emirates' alliance with Qantas and Virgin Australia's takeover of Skywest and Tiger Airways Australia.

Australian Competition and Consumer Commission (ACCC) chairman Rod Sims is reviewing both deals which, if approved, would return Australia to a previous era where flyers were served by two big airline groups.

Qantas, regional operator QantasLink, low-cost subsidiary Jetstar and Emirates would sit on one side, with Virgin Australia, its international alliance partners such as Singapore Airlines and Air New Zealand, Tiger and Skywest on the other.

"The winner is the consumer," Mr Clark told reporters during a media briefing in Emirates head office in Dubai on Tuesday (Dubai time).

KFA pleads with govt to restart operations

 The management of grounded Kingfisher Airlines (KFA) made a desperate plea to the aviation ministry onThursday for restarting operations. While promising that it will pay May salary to employees (which were to be paid before Diwali) within a week, KFA CEO Sanjay Agarwal has requested aviation secretary K N Shrivastava to ask Airport operators not to insist on full payment of dues as a precondition for restarting operations. 

Both the state-run Airports Authority of India (AAI) and the GVK-backed Mumbai Airport had earlier written to DGCA not to allow KFA to fly again till their dues are cleared entirely. GMR-backed Delhi airport has filed criminal cases against KFA for bounced cheques. Agarwal in his letter to Shrivastava on Thursday has said that the Airline is in talks to restructure loans with the SBI-led consortia of lenders to KFA. 

KFA has debt of over Rs 10,000 crore and accumulated losses of Rs 20,000 crore. 

The CEO has thanked the Aviation ministry for not giving KFA's slots to other airlines despite the fact that it has not operated any flight since October 1 and its licence is suspended. "Agarwal has admitted that had the slots been given away, the airline would find it even more difficult to find an investor," said sources. 

Without giving any time frame, the airline management has promised to submit a restructuring plan to the DGCA. The letter promising payment of May salary in a week comes a day after employees threatened to launch some agitation. 

Kingfisher promoter Dr Vijay Mallya has been assuring the Airline would get re-capitalized from some investor since last November. 

No external investor has come forward till now and the parent UB Group is the only one infusing some funds now and then. In a meeting with DGCA chief Mr Arun Mishra some weeks back, Agarwal had said the airline would be funded by UB Group. 

The Airline's Licence expires on December 31 and it can't be renewed unless first ongoing suspension is lifted. 

Aviation industry experts say even if the licence lapses, KFA can get it renewed later. 

For instance, the licence of MDLR and Paramount Airlines has been lapsed for a long time but not cancelled. 

After the initial "soft handling" of KFA crisis when the aviation ministry for months refused to take action against the airline despite its failing financial health and failure to maintain schedule, it now finds it tough to extend any more favours to the airline. "Kingfisher will be allowed to restart operations only if it is able to convince us that it has the finances to maintain its schedule safely. We do not want any more operations in fits and starts," said a senior official, hinting at the new-found toughness for KFA.

Another US AirForce Sex Scandal, Air Force to release Abuse

Already reeling from an embarrassing sex scandal involving former Army General David Petraeus, the U.S. military on Wednesday will release a report on widespread sexual abuse of women recruits at Lackland Air Force Base in Texas.

The Air Force report is expected to provide details of systematic sexual abuse in the U.S. Air Force, a scandal that until last week was considered the worst in the military in more than a decade.

But the disclosures of harassment and abuse at the Air Force base have been overshadowed by the abrupt resignation of Petraeus. The former commander of U.S. forces in Iraq and Afghanistan stepped down from his post as CIA director last week after admitting to an extramarital affair with a female biographer.

The report on Wednesday will detail problems at Lackland, where all U.S. Air Force basic training is conducted. Eleven basic training instructors have been charged with offenses ranging from inappropriate touching of female recruits to sexual assault.

Five instructors have been convicted or pleaded guilty at courts-martial and have been sentenced to terms ranging from 30 days to 20 years in prison. The others are in various stages of the military legal process.

The Air Force has said 48 women have come forward with what investigators consider credible stories of sexual misconduct.

Advocates for women in the military said the harassment and abuse of women is systematic in the U.S. armed forces.

"This culture of hostility and violence toward women is constantly being promoted even to new people in the service," said Nancy Parrish, president of Protect Our Defenders, a group that fights sexual harassment in the military.

The group provided Reuters a copy of an administrative complaint that it received from a lawyer for Air Force Technical Sergeant Jennifer Smith, which spelled out some details of alleged abuse.

Smith alleges that an air base vice commander once instructed her to take off her uniform top and offered her alcohol during what was supposed to be a routine personnel review.

Smith, who has 17 commendations and has been deployed to Iraq and Kuwait, also said she was subjected to pornography in the workplace and referred to as a "bitch" by supervisors. The complaint is a required precursor to a possible lawsuit.

"The Air Force has been on notice for years regarding this hostile environment, yet has taken no effective steps to stop the constant and blatant illegalities," the complaint states. "Sexual assault and harassment are part of the mentality of the Air Force."

Susan Burke, Smith's attorney, said the sergeant knew that reporting rape and sexual assault in the military could destroy victims' careers and often subjected them to isolation and retaliatory violence and harassment.

Exhibits filed with the complaint included lyrics to bawdy songs sung by Air Force personnel that refer to women using sexually vulgar terms, training manuals that refer to women as 'bitch' or 'whore,' and pornographic photographs Burke said were taken directly from computers at Air Force installations.
