Solo Pilot dead in cargo plane crash near Skwentna

Searchers on Tuesday found a pilot dead in the crashed cargo plane he was flying from Wasilla to an Interior mine, officials say.

The Grumman C-1A was flying on Monday to Nixon Fork Mine, about 32 miles northeast of McGrath, said National Transportation Safety Board investigator Chris Shaver. It never arrived, and authorities called the Alaska Air National Guard for help finding cargo plane, which was carrying fuel, Shaver said.

After failing to find the plane Monday night, rescuers located it Tuesday morning near Skwentna, about 60 miles west of Wasilla, and discovered the pilot, who was the lone occupant, dead inside, said Guard spokesman Maj. Guy Hayes.

The Pilot's name has not been released, and the cause of the crash is unknown, as it is still under investigation, the NTSB said.

The C-1A took off from Wasilla about 2 p.m. Monday, Shaver said. By about 7 p.m., officials with the Federal Aviation Administration had been notified and were asking for help from the Guard, he said.

A helicopter crew in an HH-60 Pavehawk flew along the plane's flight path, scanning the ground with night-vision goggles, but they failed to locate the C-1A, Hayes said. The crew needed to take mandatory rest after other recent search-and-rescue missions, and since they hadn't found anything, they turned back, Hayes said.

Tuesday morning, the Guard's Rescue Coordination Center ordered the launch of an HC-130 Hercules with equipment to search for electronic signals. Shaver said the Hercules crew located the wrecked plane somewhere between Willow and Skwentna, 20 and 60 miles west of Wasilla, respectively. A Pavehawk helicopter carrying para-rescue jumpers was again dispatched to the plane, now with precise information about its location.

"The PJs hoisted down from the helicopter to a wooded area that contained the crash site," Hayes said. "They were able to identify the single occupant pilot, who was deceased."

Alaska State Troopers were en route to the crash site Tuesday in their helicopter, Helo 1, to confirm the pilot's identity. NTSB investigators would likely charter a helicopter Wednesday to get to the plane, Shaver said. Until then, the cause of the crash remains a mystery, he said.

Meantime, the search for a Palmer man flying home over the weekend from Soldotna continues. The pilot, Brendan Mattingly, is believed to have been flying a red, white and green Piper PA-18.

Hayes said neither the C-1A found crashed and Mattingly's PA-18 are equipped with newer emergency-locator transmitters, which would allow satellites to pinpoint their locations.

"They're just a lot more difficult to find," Hayes said.

Aviation regulator rejects Kingfisher Airlines's winter schedule

India's civil aviation regulator Wednesday rejected the winter schedule of the troubled Kingfisher Airlines.
According to the Directorate General of Civil Aviation (DGCA), the passenger carrier's winter schedules for flight arrivals and departures were not approved.
The airline last year had a departure rate of 2,930 flights per week, but has ever since reduced capacity due to financial constraints, mounting debt and an exodus of employees.
Trouble seems to be mounting for the airline, which on Oct 12 extended its lockout till Oct 20. The lockout was declared Oct 1 after negotiations with striking employees failed amid reports that the airline was unable to pay employees full salaries since its lenders had refused fresh funding.
The situation at the airline has not improved even after the regulator hauled it up and cancelled all 50 flights Oct 1, as employees went on strike demanding payment by Oct 5 of their salaries pending since March.
Key personnel like aircraft maintenance engineers, whose airworthiness clearance is mandatory for any flight to take off, also struck work.
The employees claim that non-payment of salaries has affected their morale and built up stress levels that can also affect operational safety.
Meanwhile, the DGCA, which had issued the notice "as the airline has failed to establish a safe, efficient and reliable service", said it was yet to receive any communication from the company.
As per Section 15(2)(b) of Schedule XI of the Aircraft Rules 1937, the DGCA may cancel or suspend the permit of an airline if it is satisfied that the permit-holder has failed to establish a safe, efficient and reliable service.

The airline had the lowest market share in August, which stood at 3.2 percent. The airline has a total debt of Rs.7,000 crore with a consortium of banks.

Singapore’s economy shrank by 1.5 percent in the third quarter but avoided a technical recession

Singapore’s economy shrank by 1.5 percent in the third quarter but avoided a technical recession after growth in the previous three months was adjusted upwards, government figures showed Friday.

The Ministry of Trade and Industry said the export-driven city-state was still on track to achieve annual growth of 1.5-2.5 percent in 2012.

“Economic growth in the second quarter was better than expected, resulting in an upward revision of quarter-on-quarter annualised growth from the preliminary estimates of minus 0.7 per cent to (plus) 0.2 per cent,” it said.

The revision was thanks to new data showing stronger growth in both industrial and residential building, it added.

Construction expanded 14.3 percent in the June quarter instead of 0.9 percent as earlier estimated.

Two successive quarters of negative growth are regarded as a technical recession. Singapore is seen as a bellwether for Asia’s leading economies because of its sensitivity to world trade.

“Technically, we averted a recession,” Song Seng Wun, a regional economist with CIMB Research, told AFP. Jason Hughes, head of premium client management at IG Markets Singapore, described the data as “relatively good numbers for Singapore” and DBS Bank said it was maintaining its projection for the economy to grow by 1.8 percent this year. But DBS said further tightening measures on foreign workers — a politically sensitive issue because of complaints from citizens that foreigners are taking away jobs — could take the momentum off construction and other industries reliant on foreign labour.

The weak performance in the third quarter was largely due to a contraction in the manufacturing sector, a key pillar of the Singapore economy, as global demand for electronics goods declined. “For the rest of the year, growth could be weighed down by the subdued global economic conditions,” the trade ministry said. “Externally oriented sectors such as manufacturing and wholesale trade will be affected by the slowdown in advanced economies.” Construction and transport engineering however are expected to be healthy, it added. In a separate statement, the Monetary Authority of Singapore maintained its policy of keeping a stronger local currency in a bid to contain inflation amid price pressures from a labour market.
